Brazil's finance minister has postponed a public consultation on a proposed tax that would classify certain cryptocurrency transactions as foreign exchange operations, potentially subject to rates as high as 3.5%. The delay is attributed to concerns about creating conflict with Congress during an election year. Industry groups have strongly opposed the plan, arguing that stablecoins should not be treated as foreign exchange instruments and that such a tax would be unconstitutional. This postponement may also impact a separate proposal to end tax breaks on investment securities.
